In a marvelous future Shanghai, Juno, an enthusiastic young journalist, stumbles across an opportunity to interview his hero, and discover just how humans and merfolk came to live side by side in harmony. Some years earlier, closer to our own time, relations between the people of dry land and the waters were far more fraught. One major problem was injuries caused by boat propellors. Stephen, a junior designer at the leading shipbuilding company, might just have a solution. His role in achieving detente, however, suddenly becomes a lot stranger when the daughter of Neptunus, the monarch of the merfolk, announces that she has selected Stephen as her fiance! Whatever the political benefits, Stephen is overwhelmed and bewildered by his betrothal to a giant fish, though he will soon come to know not only Chao’s true nature, but a mysterious connection they share from even further in the past...
