"Why does everyone hate the police?" This is the question posed by 12-year-old Victor to his mother, Stephanie, a dedicated officer in the Inspection Générale de la Police Nationale, which investigates police misconduct. But it's also the question at the heart of Case 137, the latest police procedural from Dominik Moll.

As with Moll's earlier film The Night of the 12th (SIFF 2023), Case 137 is based on actual events, namely the many instances of police brutality documented during the gilets-jaunes demonstrations in France in 2018. Stephanie is investigating the injuries suffered by a 20-year-old protester, Guillaume, who was shot in the head, wholly unprovoked, by unidentified officers while on a day trip to Paris. She becomes particularly invested when she realizes that the injured boy is from her own working-class hometown, Saint-Dizier, and that his family is skeptical that anyone will be held accountable.

Meanwhile, her work is bitterly resented by her colleagues (including her ex-husband and his new girlfriend who see her as disloyal), as well as the officers being investigated who are hostile and uncooperative, and her superiors, who are more worried about political considerations. Under these circumstances, can Stéphanie deliver justice for Guillaume?
